Agency proposal template

A structure for agency proposals that stays focused on the client's actual situation rather than the agency's own credentials.

This is structural guidance, not a downloadable file. There is nothing to fetch and no account required — each section describes what belongs there, with a short example, so you can apply the structure in whatever document or tool you already use.

Template structure

1. Client context

Frame the client's business and the situation the engagement responds to.

Example content

"[Client] is preparing to launch [product/campaign] in [market] and needs a partner to handle [specific piece of work] within the next quarter."

2. Challenge

State the specific problem this proposal is written to address.

Example content

"The current approach to [activity] is inconsistent across channels, which is making it difficult to measure what is actually working."

3. Objectives

Describe what success looks like for the client, in their terms.

Example content

"Consistent messaging across three channels, a measurable increase in [metric], and a repeatable process the internal team can maintain."

4. Recommended approach

Explain the strategy or angle being proposed, and why it fits this client.

Example content

"We recommend a phased approach that starts with [channel] to validate messaging before expanding, rather than launching across all channels at once."

5. Scope of work

Define what is included in this engagement, and what is explicitly excluded.

Example content

"Included: strategy, creative production for two channels, and monthly reporting. Excluded: paid media spend and third-party licensing fees."

6. Deliverables

List the concrete outputs the client will receive.

Example content

"A campaign brief, four pieces of creative per month, and a monthly performance summary."

7. Working process

Explain how the agency and client will collaborate day to day.

Example content

"Weekly check-ins, a shared review document for creative feedback, and a single point of contact on each side."

8. Timeline

Show the phases of the engagement and any known dates.

Example content

"Strategy and planning: weeks 1–2. Production: weeks 3–6. Launch: week 7, with reporting from week 8 onward."

9. Team / roles

Name the people involved and what each person is responsible for, briefly.

"[Name], strategy lead. [Name], creative lead. [Name], account manager and main point of contact."

10. Investment

State the fee structure and what it covers.

Example content

"Monthly retainer of [amount], covering the scope above. Additional production requests are billed separately at [rate]."

11. Assumptions

Note dependencies the proposal relies on.

Example content

"Assumes the client provides brand assets and feedback within two business days of each review cycle."

12. Next steps

State exactly what needs to happen for the engagement to start.

Example content

"Sign off on this proposal by [date] so the strategy phase can begin the following week."

Do not let this become an agency brochure.

It is tempting to lead with case studies, awards and team bios. Keep credentials short and relevant, and spend more space showing that the proposed work responds to the client's actual situation rather than restating the agency's general capabilities.

A client reading an agency proposal is usually trying to answer one question: does this agency understand our situation well enough to be trusted with it? Every section above should reinforce that answer, not distract from it with generic content that could apply to any client.

Keep this consistent across every pitch.

A single well-structured proposal is useful once. Reusing the underlying content — scope language, process descriptions, standard terms — while adapting the client-specific sections is what keeps quality consistent across every account team and every pitch.
